At Crowley ISD, we are dedicated to providing a safe and secure environment for the students, faculty, staff and visitors on our campuses. In order to support that commitment, we have a comprehensive emergency operations plan that addresses emergency mitigation/prevention, preparedness, response, and recovery procedures relevant to natural and human-caused disasters.
The plan is updated annually, reviewed by staff as well as emergency response personnel, and shared with campus and department staff, and with other individuals who may have a role in the event of an emergency. The plan prepares our staff and students for action and establishes teams, chains of command, and specific steps to take in an emergency situation. We are ready to provide for the safety and security of your children and others if the need ever arises.
As part of the plan, each campus practices fire, evacuation, reverse evacuation, exterior lockdown, full lockdown, safe shelter and bad weather drills throughout the year. This allows our district administrators to be sure that faculty/staff and students know the correct procedures in the event of an emergency.
Additionally, at Crowley ISD, we are in partnership with local law enforcement agencies who provide school resource officers for our campuses.

Standard Response Protocols
Crowley ISD has adopted a Standard Response Protocol (SRP) to respond to incidents at school. The premise is simple - there are five specific actions that can be performed during an incident:
- HOLD: "In your classroom or area"
- SECURE: "Get inside. Lock Doors"
- LOCKDOWN: "Locks, lights, out of sight"
- EVACUATE: "To a location"
- SHELTER: "State hazard and safety strategy"

Programs To Ensure School Safety
As a district, we have several programs in place to ensure schools are safe, including:
• An emergency response coordinator and district and campus safety teams
• Cameras
• ID badges for employees as well as contracted service providers (cafeteria, bus, etc.), students and visitors while on district property
• Visitor check-in software
• Emergency operations plans
• School resource officers
• Security guards (high schools)
• Safety drills
• For each campus: facility security measures, updated employee emergency call lists, and an inventory of emergency supplies and equipment, and an emergency response team with identified duties -
In Emergency Situations
• Listen to your local television/radio stations and check the district website for information.
• As soon as possible, the district will activate its emergency call line to place a phone call explaining the situation to you. Please listen carefully to the message. There will be limited personnel available to answer phone calls from parents and phone lines may become overextended. Calling the school will tie up the phone lines and disrupt the flow of vital information between the school and authorities.
• When schools are in lockdown, please do not come to the school. A lockdown is designed to keep the children and staff inside the building away from harm. Entrances to the school are to be kept locked during this time.
• If your child reports to you that a drill took place at his/her campus that day, please take the opportunity to discuss the importance of drills and safety precautions.
• In the event of an emergency, students will be released to their families as soon as it is safe to do so. Local response personnel will determine when it is safe for the schools to begin releasing students. Only an authorized person as noted on the student forms on file in the school office will be able to pick up your child. A driver’s license or other form of photo I.D. must be shown before staff can safely release your child. Note that in the event of an emergency, phone calls authorizing a student’s release to a person other than a parent or name on file will not be accepted.
• If the need arises to implement these safety protocols, cooperating with campus personnel in a calm manner will ensure safe and timely release for students. -

Please notify your child's campus office staff with any changes in address, home phone number, cell phone and office numbers. We want to keep our parents informed of any emergency situations.

Bus Safety
Crowley ISD contracts with Durham School Services for bus service. In an effort to provide safe bus transportation, students are expected to assist staff in maintaining a clean and orderly bus. When riding school buses, students are held to behavioral standards established in the Student Handbook and Code of Conduct.
The following safety rules shall be followed by students as related to boarding, riding, and exiting a bus:
• Students will board and exit the bus in an orderly manner at the designated bus stop nearest his or her home.
• Arrive at the bus stop five (5) minutes before the scheduled stop-time and wait a safe distance from where the bus stops. Three giant steps away from the stop is a good rule.
• When the bus arrives, do not approach the bus until it has come to a complete stop. Form a single line and board the bus (no pushing or breaking in line). Students will go directly to their assigned seat and sit in a safe position.
• Students will keep books, band instruments, feet, and other objects out of the aisle of the bus. Objects carried on the bus must be small enough to be held in the lap of the owner.
• When it is time to exit the bus, students will wait for the bus to come to a complete stop before getting up from the seat.
• Upon exiting the bus, students needing to cross the street shall wait until directed by the bus driver before crossing immediately in front of the bus.The following rules will apply to student conduct on District transportation:
• Observe the same conduct as in the classroom and follow the driver’s directions at all times.
• Enter the bus and immediately go to the assigned seat.
• Talk in a normal tone of voice.
• Remain seated and facing forward in the assigned seat until time to exit the bus.
• Keep head, hands, and feet inside the bus.
• Refrain from throwing objects within the bus or out of the windows.
• Use acceptable language; obscene, profane, unacceptable language, and/or gestures are prohibited.
• Refrain from eating and/or drinking on the bus.
• Keep the bus clean.
• Keep prohibited items [alcohol, drugs, weapons, tobacco products, paging devices (as applicable), radios, skateboards, etc.] off the bus.
• Refrain from tampering with the bus equipment.
• Students are required to be picked up and dropped off at their scheduled bus stop.
• Follow all rules outlined in the District’s Student Handbook and Code of Conduct, as well as safety rules established by the driver.
Bus drivers will report all violations to the school principal. The principal or designee will enforce the bus safety rules.
In the case of serious misconduct that endangers the safety of other passengers or the driver and causes the driver to stop the bus, the driver has the authority to call for law enforcement assistance who may issue a Disruption of Transportation Services citation.Field Trips and Extracurricular Activities
All school bus rules apply to field trip and extracurricular activity buses.Bus Lanes
Bus lanes are designated for buses only. For the safety of our students, parents are requested to drop off and pick up their students in the designated parent pick-up/drop-off area. -
Raptor Visitor Check In
Raptor is a visitor tracking system that will enhance our school security. The system reads visitor driver’s licenses (or other government-issued photo IDs), compares information to a sex offender database, alerts campus administrators if a match is found, then (assuming no match was made) prints a visitor badge that includes a photo of the visitor.
How does it work?
Driver’s license information is compared to a database that consists of registered sex offenders from 49 states. If a match is found, the operator of the program (school employee) will get an alert of a possible match so that campus administrators and law enforcement personnel can take steps to keep the campus safe.
Why is Crowley ISD using this system?
Safety of students is the district’s highest priority. Raptor will provide a consistent system to track visitors and volunteers while keeping away people who present a danger to students and staff.
What information is taken from driver’s licenses?
Raptor is only scanning the visitor’s name, date of birth and photo for comparison with a national database of registered sex offenders. Additional visitor data will not be gathered and no data will be shared with any outside company or organization.
Should Crowley ISD scan every visitor into the system?
Yes. The Raptor system is designed to track visitors. In case of an emergency, visitors can be viewed in a queue if they are still on campus. If necessary in an emergency, this will help identify who is inside the building.
Does Crowley ISD have the right to require visitors, even parents, to produce identification before entering the campus?
Yes. Schools need to know who is on the campuses and why they are there. We also need to be able to confirm that an individual has the authority to have access to the student (early pick up, for example). For full legal details, refer to Senate Bill 9.
What if the person refuses to show identification?
A campus administrator can meet with the individual and explain the process to them.
Do registered sexual offenders have a right to enter schools?
If a sexual offender has a legitimate reason to be on campus (e.g., visiting a legal dependent), and a court order does not prevent them from visiting the child and/or the school, then yes, the law permits them to enter a school. However, such individuals will only be given limited access. Crowley cannot deny access to an individual’s own child. Schools can, however, deny access to other students. -
Forms and Racial Profiling
Racial Profiling
The Crowley Independent School District Police Department's racial profiling policy is consistent with all state and federal laws. The policies put into place include provisions for citizens to contact the department if they have conflict with a Crowley Independent School District police officer.
The data analysis documented within the Racial Profiling Report for the last calendar year (2020-21) suggests that the CISD Police Department is not currently experiencing a problem regarding racial profiling practices. The data was submitted to the Texas Commission on Law Enforcement (TCOLE) as required by the Texas Code of Criminal Procedures Article 2.131-2.138. The public can obtain the latest electronic copy of racial profiling reports from TCOLE.
Citizens feeling that they have a legitimate concern may make a formal complaint to the CISD Police Department at any time. Information on the complaint process may be obtained from any member of this department.

How To Report Your Concern
Crowley ISD uses STOPit, an online and app-based system, to empower students, parents, teachers and others to anonymously report anything of concern to school officials - from bullying, cyberbullying, harassment and other harmful or inappropriate conduct.
Please note that STOPit is not an emergency response service. If you believe your call requires immediate police, fire or paramedic response, please call 9-1-1. STOPit does not provide counseling or clinical advice. If you feel you need this type of attention, please seek the assistance of a qualified clinical or medical professional.With STOPit, users can submit anonymous reports containing text, photos or video. Administrators are then able to manage incidents, including the ability to message with the reporter, which will allow Crowley ISD to address issues instantly. There are two ways to access STOPit to make an anonymous report.

- Is STOPit truly anonymous?
STOPit is truly anonymous. The school has no ability to identify the submitter of a report or message. At their discretion, an end user may choose to voluntarily provide identifying information in the content of their report or message. - How does the STOPit mobile app work?
Once the STOPit mobile app is downloaded to the student’s phone, it provides them with several powerful features. The Report feature can be used to anonymously submit an incident report consisting of an image, video, and/or text to school contacts who can respond to the incident and get help to the student in need. The STOPit mobile app also allows for anonymous two-way communication between students and school administrators with STOPit Messenger. - Who receives the reports my child or a parent submits via STOPit?
Reports and messenger messages will only be received by the contacts designated by the school and district administrators. - Can a parent, teacher or community member use the app to report incidents?
