Welcome to the CISD Language Support Programs Department. The mission of the Crowley ISD Language Support Programs Department is to provide a quality program that differentiates and scaffolds instruction across all content areas according to each student’s level of language proficiency while supporting the affective, linguistic and cognitive needs of the English Learner in order for students to develop academically, socially and culturally.
Vision
The CISD Language Support Programs Department vision is to develop bilingual, biliterate and bicultural students who will transform the communities and world around them. The Language Support Programs Department serves Pre-Kindergarten through 12th grade English Learners by supporting, monitoring and guiding quality programs and practices throughout the district. Crowley Independent School District proudly serves approximately 3,000 English Learners from around the world.

English Learners In Texas Fact Sheet
An English Learner is a student who is in the process of acquiring English and has another language as the primary language. The terms English language learner and English learner are used interchangeably and are synonymous with limited EnglishProficient (LEP) student, as used in Texas Education Code 29, Subchapter B. Bilingual
Bilingual education is a term that refers to the teaching of academic content in two languages, in a native and second language. Varying amounts of each language are used depending on the outcome goal of the model. There are different program models that can be used in bilingual education. Historically, program models used for English Learners have focused on helping students transition from their native language to English.
The Gomez and Gomez Dual Language Education (DLE) model is utilized in CISD for our Bilingual programs. Crowley Independent School District offers bilingual programs in both Spanish and Vietnamese.

Bilingual Performance Acknowledgment
Performance Acknowledgment
Did you know that students can earn a performance acknowledgment upon graduation in bilingualism and biliteracy? A performance acknowledgment is an opportunity for students to earn an additional acknowledgment on their transcript for outstanding performance in bilingualism and biliteracy.Below are the guidelines from the Texas Education Agency for students to meet in order to earn this performance acknowledgment.
A student may earn a performance acknowledgment by demonstrating proficiency in accordance with local school district grading policy in two or more languages by completing all English language arts requirements and maintaining a minimum grade point average (GPA) of the equivalent of 80 on a scale of 100 and satisfying one of the following:
• Completion of a minimum of three credits in the same language in a language other than English with a minimum GPA of the equivalent of 80 on a scale of 100.
• Demonstrated proficiency in the Texas Essential Knowledge and Skills for Level IV or higher in a language other than English with a minimum GPA of the equivalent of 80 on a scale of 100.
• Completion of at least three credits in foundation subject area courses in a language other than English with a minimum GPA of 80 on a scale of 100.• Demonstrated proficiency in one or more languages other than English through one of the following methods: a score of 3 or higher on a College Board AP exam for a language other than English; or a score of 4 or higher on an IB exam for a higher-level languages other than English course; or performance on a national assessment of language proficiency in a language other than English of at least Intermediate High or its equivalent.

English As A Second Language
English as a Second Language (ESL) support is offered for English Learners at every CISD campus by ESL certified teachers. Students whose home language survey states any language other than English and have qualified as English Limited Proficient are served in CISD’s ESL program. Sheltered Instruction strategies and language support resources are utilized to support our English Learners’ language acquisition as well as making their course content comprehensible.
CISD offers a newcomer program, a component of the ESL program, designed for recent immigrant English learners. The program utilizes intense sheltered instruction strategies, language support resources, utilization of the English Language Proficiency Standards, push-in support by program personnel and small teacher to student ratio to support our newcomer students in acquiring the English language.
