Crowley ISD is proud to celebrate 80 teachers who earned Teacher Incentive Allotment (TIA) designations as part of the district’s two phases of the program. Teachers can earn Recognized, Exemplary or Master-level designations based on student performance. Stipend pay ranges from around an extra $4,000 for Recognized teachers to about $17,000 for Master teachers. CISD is excited to have 14 Recognized teachers, 46 Exemplary teachers and 20 Master teachers.

Phase 1 included seven elementary schools, while Phase 2 expanded to include 15 elementary schools as well as four middle schools and two high schools. Phase 3 will include Montessori, CTE, Special Education and National Board Certification (N.B.C.) Cohort.
Phase 1 was pre-kindergarten through fifth grade Reading and Math teachers and fifth grade Science teachers from the following campuses:

The Texas Education Agency’s Teacher Incentive Allotment (TIA) program is dedicated to recruiting, supporting and retaining highly effective teachers in all schools, with particular emphasis on high-needs and rural schools.
This program aligns with the district's Vision 2025 strategic plan, goal 3: Crowley ISD will empower all staff to provide a quality education for all students.
The TIA provides funding for compensation to pay highly effective teachers whose students show measurable improvement in academic growth.
Collaboration and Input
District leaders began investigating this program in 2020. A steering committee, consisting of teachers, campus leadership, and district leadership, came together to begin exploring the process for bringing the TIA to Crowley ISD.
Crowley ISD also brought in a team of expert consultants from The Commit Partnership who have helped guide the process of implementing differentiated compensation models in other districts.
During the planning phase, the district collected input from teachers and staff to help determine TIA grading rubrics, incentives and more.
STAFF SURVEY (distributed by CISD): All staff were invited to take our TIA survey to help determine scoring rubrics and more. The survey was available March 31-April 6, 2021. Click HERE to view a summary of the results.
TEACHER SURVEY (distributed by Texas Tech): All teachers will be invited to take a TIA survey distributed by Texas Teck to gauge understanding of the district's plan. Participation is voluntary. All responses will be kept confidential to the extent permitted by law and reports will be presented in aggregate. If you decide to participate, please respond by May 14, 2021. Why is Crowley ISD applying for the Teacher Incentive Allotment?
As a school district, we want to reward highly effective teachers who get results. We believe it is important to provide the opportunity for highly effective teachers to earn more without having to leave the classroom.
Who is eligible for the Teacher Incentive Allotment?
Our goal in three to five years is for all teachers to have the opportunity to be considered to participate in the Teacher Incentive Allotment. In our initial application, we will begin with a smaller group of teachers in targeted grade levels, content areas and/or schools. If we are approved, we will have the opportunity to apply to expand in the following years. In order to involve more teachers and expand the reach of the TIA, we will create teams of teachers not included in the first application to help determine ways to measure student growth.
What criteria will be used to select teachers?

What is the amount of additional compensation?
TEA designates that at least 90% of the funds received will be spent on teacher compensation on the campuses where the designated teacher works. Each campus is designated as Tier 1-5 according to the percentage of economically disadvantaged students enrolled. The funds available for designations are:- Recognized Level: $3,000 - $9,000
- Exemplary Level: $9,000 - $18,000
- Master Level: $12,000 - $32,000
How do teachers obtain National Board Certification?
Teachers who hold or obtain National Board Certification will automatically enter the TIA designation system at the recognized level. To become a Board-certified teacher, eligible candidates must demonstrate advanced knowledge, skills, and practice in their individual certificate area by completing four components: three portfolio entries and a computer-based assessment. The deadline to submit the application to TEA is April 15, 2021. The data capture year is 2021-2022. The district will receive determination of system approval in spring 2022. If we receive approval, designated teachers would begin receiving additional compensation during the 2022-2023 school year. -
TIA Designations
Teachers may receive one of three ratings based on T-TESS and Student Growth Measures: recognized, exemplary, or master. Teachers who hold or obtain National Board Certification will automatically enter the TIA designation system at the recognized level.
Once district criteria has been developed, a teacher's T-TESS and Student Growth measures will be evaluated based upon the developed rubric.
Texas Tech University will verify the process and the validity of the data. If approved, that teacher will receive one of the three ratings listed above, along with the additional state determined compensation for that campus. Also, the designation will be placed on their teaching certificate.
A teacher's designation is valid for five years, at which time that teacher will be re-evaluated. Based on performance during the five-year designation, a teacher can be recommended for a higher designation but not a lower designation. However, if a teacher experiences significant negative changes in performance or employment during this time, compensation can be affected. -
State Criteria and Timeline
The Texas Education Agency has developed criteria for the components of the TIA and has selected the Texas Tech University to assist in the selection of districts.
This is a rigorous process for districts to gain approval for TIA funding. Teacher evaluations, observations and student outcomes must align.
