What is a school bond?
School districts must ask voters for permission to sell bonds to investors to raise money for capital projects, such as construction, renovations/repair of school buildings and purchasing new school buses. Without voter approval, the school district cannot move forward. Additionally, bond dollars cannot be used for salaries, employee benefits or operating costs by state law.
When will the bond election be held?
Election day will be Saturday, May 6, 2023. Early voting will begin April 24 and end May 2. The last day to register to vote is April 6, 2023.
How many separate propositions will be on the ballot?
State law requires that school districts separate certain bond items into different propositions for voter consideration. On the May 6, 2023 ballot, voters will see three propositions for the bond:
• PROPOSITION A: THE ISSUANCE OF $948,240,217.00 OF BONDS BY THE CROWLEY INDEPENDENT SCHOOL DISTRICT FOR THE CONSTRUCTION, ACQUISITION, RENOVATION AND EQUIPMENT OF SCHOOL FACILITIES IN THE DISTRICT (INCLUDING, BUT NOT LIMITED TO, IMPROVEMENTS TO ENHANCE SAFETY, SECURITY AND ENERGY EFFICIENCY), INCLUDING THE ACQUISITION OF LAND THEREFOR, AND THE PURCHASE OF SCHOOL BUSES AND VEHICLES.
• PROPOSITION B: THE ISSUANCE OF $95,406,485.00 OF BONDS BY THE CROWLEY INDEPENDENT SCHOOL DISTRICT FOR THE CONSTRUCTION, ACQUISITION AND EQUIPMENT OF AN INCLUSIVE OUTDOOR LEARNING CENTER FOR CHILDREN WITH SPECIAL NEEDS AND TRACK AND FIELD COMPLEX.
• PROPOSITION C: THE ISSUANCE OF $128,825,820.00 OF BONDS BY THE CROWLEY INDEPENDENT SCHOOL DISTRICT FOR THE CONSTRUCTION, ACQUISITION AND EQUIPMENT OF A NEW PERFORMING ARTS AND INNOVATIVE LEARNING CENTER.
What is the total amount of the 2023 Bond?
The total cost of the 2023 Bond is projected at $1,172,472,522.00 with no tax rate increase.
Which schools benefit from the 2023 Bond?
All Crowley ISD schools would benefit from the 2023 Bond if it is approved by voters. The proposal includes districtwide projects such as safety and security enhancements, facility upgrades, and expansions.When will Crowley ISD need to build a third high school?
Crowley ISD works closely with demographers to track student enrollment growth. Current projections indicate a third traditional high school campus will be needed in 2030. Until then, the upcoming 2023 Bond proposal includes classrooms and learning spaces for high school students with a new Crowley Collegiate Academy/P-Tech/Global Prep facility, additional classroom space at the Bill R. Johnson CTE Center, and an Innovative Learning Center. If approved by voters, all of these facilities would create additional space for high school students.Can Fort Worth residents vote in the Crowley ISD 2023 bond election?
Registered voters who live within Crowley ISD boundaries can vote in the Crowley ISD 2023 Bond election. Crowley ISD boundaries stretch across southwest Fort Worth, through the City of Crowley and into parts of Johnson County. Because of Crowley ISD's financial stewardship, these bond projects would be paid for with no tax rate increase. With significant residential and commercial growth across Crowley ISD, the growth in assessed property values will cover the cost of the bond with no tax rate increase. Since 2018, Crowley ISD has lowered the tax rate by 23 cents. In addition, Crowley ISD continues to offer an additional 10% homestead exemption for homeowners, the highest in all of Tarrant County. For property tax purposes, Crowley ISD has given an optional exemption of 10% of the appraised value for all residence homesteads of its property owners for more than 25 years. Any person who is unsure as to whether they are receiving this benefit can go to the Tarrant Appraisal District website (www.tad.org), search for their property by name or address, and check to see if the property is shown as a homestead. If it is not, property owners may apply to the Appraisal District for the exemption up to two years after the property qualifies.More questions will be added here regularly.
